MOScout Daily Update: Gatsch in Senate 6? - YAL Shakes Fist Over Stadium - Primary in Senate 12 - “New” Sheriff Group - MEC Appts and more…

Gatschenberger Eyes Senate 6…

Chuck Gatschenberger tells me that he is “thinking about running for Senate District 6.” Gatschenberger, a former state representative, has been out of the game for a decade.  After serving in the House, representing the St. Charles area, he ran for Senate 2 in 2014.  He placed third with 16.2%, behind Vicki Schneider (20.3%) and the winner, Bob Onder (63.6%).

He now lives at the Lake of the Ozarks and is the coordinator for the Office of Military Advocate.

·       A top issue for Gatsch is property tax relief.

YAL Rebukes GOPers on Stadium

It looks like Young Americans for Liberty is shaking their fists at some Missouri Republican legislators.  YAL’s coalition of legislators is called The Hazlitt Coalition.  One tipster says that they “are promising to come in and play big in MO primaries next year.”  But some folks won’t be getting any help…

HRCC Hits $1.6M Raised

I’m told that the House Republican Summer Caucus raised $1.6 million for the House Republican Campaign Committee (HRCC).  “That’s more than last year. Totally due to the vision of JP and Alex [Riley] and the unity of the caucus.  Super programming and all the statewides showed up throughout the week… Casey Burns, Dallas Ernst, Jon Ratliff and Brittany Logsdon all played a huge role in pulling it off [plus] staffers from all of the leadership offices and campaign staff doing the tough work.”

Primary for Black

Sen. Rusty Black appears to have drawn a primary for his re-election.  Friends of Freddie Griffin was formed.

Griffin ran for Congress in last year, landing third in that Republican primary.  Congressman Sam Graves cruised to a win with 78.1%; Griffin grabbed 8.5% of the vote.

·       See the website, Freddie4Freedom, from that campaign here.

Sheriffs Constitutional Firearms

Missouri Sheriffs Constitutional Firearms Alliance (MSCFA) will hold a kick-off press conference today.

The nonprofit was formed last month.  According to its filing with the Secretary of State’s office, its mission includes “promoting firearm safety, constitutional literacy, and responsible gun ownership; educating the public on the importance of the Second Amendment of the United States Constitution; supporting legislation and public policy aligned with law enforcement and pro-constitutional organizations to preserve individual rights; promoting youth firearm safety programs and public outreach initiatives; advocating for the enforcement of laws that bring career criminals to justice for firearm violations.”

The have a website up and running: https://www.missourisheriffsconstitutionalfirearmsalliance.com/, and Shawn Rhoads has registered to lobby for them.  Rhoads also represents Missouri Sheriffs United, and the two groups share the same address.

·       Sheriffs United were among the law enforcement groups that testified against the new SAPA last session.

Royals to Clay?

Clay County Commissioner Jason Withington posted on Twitter that the County had “received a term sheet from the [Royals] outlining their vision for a potential deal at the #NKC site.”

We’ll see….

Kehoe Makes MEC Appts

Governor Mike Kehoe announced the appointments of Jim Martin, of Perryville, and Ken McClure, Springfield, to the Missouri Ethics Commission.

·       One MOScouter says the governor’s office will be announcing two more appointments to MEC soon.

Other Gubby Appts

·       Heather Hall, of Kansas City, was appointed to the Kansas City Board of Police Commissioners.

·       Dr. Thomas Prater, of Springfield, was appointed to the Missouri School Funding Modernization Task Force.

·       Nelson Dinsmore, of Meadville, was appointed as the Linn County Presiding Commissioner.

Manley to DESE

Columbia Tribune reports that Department of Elementary and Secondary Education Commissioner Karla Eslinger “hired Emily Manley as her new chief of staff.”

·       Manley was known around the building as the chief capitol reporter for Nexstar TV stations.

Rowden Terminates Committee

Former Senate Pro Tem Caleb Rowden terminated his campaign committee.  He joined Strategic Capitol Consulting earlier this year as their Director of Strategic Advocacy.  This move may presage Rowden registering as a lobbyist.  Lobbyists cannot maintain a candidate committee in Missouri.

·       The $172,305 remaining in Rowden’s campaign account was sent to The Good Faith Collective, a non-profit that formed in May.  Randy Minchew is listed as the registered agent.  See a profile of him from the COMO Magazine from 2022 here.

New Committees

Missouri Rising PAC  Political Action was formed.  It’s to support Rep. Colin WellenkampSee the filing here.

Lobbyist Registrations

Shawn Rhoads added Missouri Sheriffs Constitutional Firearms Alliance; deleted Missouri School Boards’ Association.

Ginger Steinmetz added FreedomCare, LLC; deleted US Cellular.

David Sweeney deleted MO Hemp Trade Association.
