As folks wrestle with the legal maneuverings around LG, research has turned up this little known nugget… Mike Gibbons served as acting Governor from February 23-27, 2006 while Governor Matt Blunt was out of the country and Lieutenant Governor Peter Kinder was out of state. I look at the Senate Journal from that time shows that Gibbons signed the “funeral protest bill,” as acting governor. It also shows that Gibbons was “absent with leave” while serving in the capacity of governor. And one veteran confirms that Gibbons wasn’t allowed on the Senate floor while he served as acting governor.
