The House and Senate cancelled their session and most committee hearings today ahead of the winter storm.
CLEANER Gets Hearing
While a lot of Jefferson City hunkered down and out-of-towners fled ahead of the snow, rain and ice, the House General Laws Committee kept its evening hearing on the Republicans’ CLEANER proposals to revamp the redistricting process.
Dems are putting up a fight on this – as expected, but….
I’m told that Sean Nicholson Is Not Afraid.
Nicholson, the point person on the CLEAN amendment, is said to have commitments from very deep pockets, and is confident he can defend CLEAN at the ballot box.
We’ll see….
Winding Creek and Faleti Split
The Democratic candidate for secretary of state has parted ways with his consultant… “Winding Creek Strategies… Ryan Hawkins and Grant Campbell, are no longer retained by the Yinka Faleti For Missouri campaign.”

O’Laughlin for Ed Chair?
As previously mentioned – and confirmed by the 2nd floor – Sen. Gary Romine is in line for an appointment to the Tax Commission later this session.
This has fueled speculation about who will take his spot as chair of the Senate’s Education Committee. The current best guess is that Sen. Cindy O’Laughlin will get the gavel. That’d be a big win for school choice advocates as O’Laughlin ran fearlessly against the educational establishment in her campaign for senate.
Rizzo Asst Floor
Sen. John Rizzo won the vote of the Democratic Caucus to become Assistant Minority Leader. The vacancy was created by Kiki Curls’ appointment a Commissioner on Labor and Industrial Relations Commission.
What It Means
The current minority leader, Sen. Gina Walsh, is widely expected to step down from her post. This solidifies Rizzo as her heir-apparent.
But
The Dem Caucus may have suffered a split in the process. Sen. Jamilah Nasheed was upset following the vote. Nasheed had backed Sen. Brian Williams. She says he backed out before the second round without a heads up – leaving her and Sen. Karla May as the lone votes against Rizzo in that round.
Nasheed’s anger toward Williams may make her even more of a free agent than usual during these final five months of her tenure.
MSCC’s COH
The Missouri Senate Campaign Committee recorded another large contribution today. This is the Republican Senate Caucus’ main vehicle to protect their majority.
The steady stream of checks puts it in good shape. MSCC finished the January quarter with about $560K on-hand. Given these recent contributions, the committee is probably near $700K cash on-hand.
MOScouter: “[That’s] the strongest position the committee has been in coming out of an off year going into an election.”
Eminent Domain Bill Perfected
HB 2033 was perfected by the House. This is Rep. Jim Hansen’s bill to prevent eminent domain from being used by the Grain Belt Express project.

This may be the first impact of Jason Holsman’s appointment to the Public Service Commission. Holsman would have been a reliable filibusterer against this bill in the Senate. There are still those who will stand on it, but there’s on fewer now for sure.
