Senate Goes All Night

Democrats filibustered throughout the night – they’re still on the floor right now – to prevent SB 575 from being perfected.  This is Sen. Bill Eigel’s bill which would change the procedure for folks harmed by asbestos getting restitution.

·         There’s ongoing negotiations, but no immediate end in sight.

·         It’s likely the Senate’s hearing schedule today will be altered or cancelled.

 

Bits from Filing Day

No major surprises on the first day of filing.  Here are some nuggets…

·         Gregory Upchurch really is the Democratic lieutenant governor nominee – so far.  That’s great news for incumbent Mike Kehoe.  Democrats didn’t recruit a candidate with any name ID or obvious fundraising capacity.

·         In Senate 1, Republican David Lenihan didn’t file, leaving Democrat Rep. Doug Beck unopposed – for now.  But Lenihan did put $50K into his campaign committee yesterday as if to say he’s in even if he didn’t make it to the secretary of state’s office yet.

·         No Democrat has filed in Senate 3.  On the Republican side, it’s just a one-on-one primary between Kent Scism and Joshua Barrett. Rep. Dale Wright re-filed for his House seat, as did Rep. Mike Henderson.  But… Wright has a primary challenger, someone who will be running to his right.  That’s dangerous for him – even in that district.

·         Dems have a crowded primary in Senate 5.  Perennial candidate Bill Haas drew the low number and will be at the top of the ballot. Jeremiah Church joined the other announced candidates Alderwoman Megan Green, Michelle Sherod, and Rep. Steven Roberts.  There still may be another candidate yet to file here.

·         In Senate 9, Rep. Barbara Washington filed to take Kiki Curls’ seat. 

·         No Republican filed against Sen. Lauren Arthur in Senate 17.

·         In Senate 23, Sen. Bill Eigel got a primary.  But there’s no indication that his opponent, Dan O'Connell, will give him any serious run.

·         Senate 25 is a simple three-way primary for now: Jason Bean, Eddy Justice and Rep. Jeff ShawanSteve Cookson hasn’t filed yet, and Rep. Andrew McDaniel re-filed for his House seat.

·         In House 15, Steve West, who has a long record of anti-Semitism, filed again as a Republican.

·         Former Rep. Joe Adams is running for his old seat.  He has two terms remaining.

·         Rep. David Gregory drew a rematch in House 96 from Democrat Erica Hoffman.

·         House 99 will be a rematch from the special election with Lee Ann Pitman challenging Rep. Trish Gunby.

·         Incumbents who didn’t file yesterday: Rep. Vic Allred (House 13), Matt Sain (House 14), Peter Merideth (House 80), and Dottie Bailey (House 110).

 

LIHTC Hearing

The Senate’s Economic Development Committee gave a hearing to Sen. Dan Hegeman’s SB 549 to restart the state’s low income housing tax credit program.

The bill received a favorable reception from the committee, though some senators said they preferred Hegeman’s simple cap bill from last year.  This year Hegeman’s bill includes reforms that the House insisted on last year. 

 

Two Big Unknowns Loom

Looking at the election year, there are two events which could upturn current assumptions.

·         The emergence of Bernie Sanders as the Democratic presidential nominee.  Republicans seem to be salivating at the prospect of having avowed socialist as the top of the Democratic ticket.

·         Back-to-back days of heavy losses in the stock market together with record low bond yields have once again raised the prospect that the economy could contract this year.  That would undermine Republicans claim of this being the “best economy ever.”

Jackson County Panel Selected

The Sixteenth Circuit Judicial Commission has met and selected a panel of three nominees for the circuit judge vacancy, in Division 11 of the Jackson County circuit court, created by the retirement of Judge George E. Wolf. The nominees are: Adam L. Caine, Ashley N. Garrett, and Susan E. Long.

 

New Committees

Missouri Gaming PAC was formed.  Its treasurer is Heather Grote.

AX PAC was formed.  Its treasurer is James C Thomas III.

Jeffrey Boyd formed a candidate committee (Friends of Jeffrey Boyd) to run for St. Louis City Treasurer as a Democrat.

 

Lobbyist Registrations

Jacqueline Bardgett, Chris Roepe, Erika Leonard, and John Bardgett added Secure Democracy, and North Medical Group LLC; and deleted Home Service Oil Company.

Jacqueline Bardgett added Independent Colleges & Universities of Missouri.

Andy Blunt added Lockton Inc.

Mark Habbas added North Medical Group LLC; and deleted Home Service Oil Company.

John Gaskin, David McCracken, and Richard McIntosh added Missouri Soybean Association.

John Parris added Secure Democracy.

Jennifer “Jen” Linda Poeppelmeier added Southwest Airlines Co.           

Steven Schone added AAA Auto Club of Missouri.

Jeremy Kudon added DraftKings Inc, and FanDuel Inc.

Shanon Hawk added Wells Fargo.
