MOScout Daily Update: Who Won the Session - MDC Seeks "Relevancy Chief" and more...
Who Won the Session
Some of session’s winners….
Bill Eigel: “If you gauge who did the most to kill Sen leadership priorities (PDMP & Wayfair), he is in a class by himself.”
Brian Grace and Kate Casas: “They got the Senate to reconsider a TAFP bill which no one remembers happening before.” “Killing the outgoing speaker’s only priority is nothing to sneeze at.”
Education Establishment: “Flexed their muscle per usual in a COVID shortened session.”
Cody Smith and Dan Hegeman: “Made the best of a difficult budget situation.”
Crystal Quade and House Democrats: “They had more power than usual for the least powerful caucus in the building.” “CQ learns how to use minority leader position, makes strong move on initial PDMP vote allowing her to negotiate a deal to quash the idea of HJR 106 making the ballot & confusing the Medicaid expansion issue.” “Who’d have thought that a team of 47 Dems would be not only relevant in negotiation, but have Rs whining on the House floor that we are the ones setting the agenda on the final days through negotiations with Senate.”
Dave Schatz and Caleb Rowden: “They were able to pass most of the caucuses priorities without having to pull the trigger (PQ)… The Senate Pro Tem could have called it quits after the Senate Bill 782 debacle but cooler heads prevailed and they put together another transportation omnibus bill which made it across the finish line literally in the nick of time.” “Gone are the days if everyone thinking the Senate was going to stay in all night on a priority issue and end up adjourning at 2AM with nothing to show for it... [Rowden’s] commitment on a wide range of issues, including those important to the Conservative Caucus, has helped his caucus thread the needle to remain productive.”
David Cole: “Mike Moon just kept taking bad votes making the oppo file continue to grow.”
Illegal VLT Operators: “They get a free pass for another year and the longer it goes unaddressed by the legislature the better chance they have of getting what they want.”
JJ Rizzo: “Got respect from both sides for his working taking over for Walsh. Showed the Dems they are in good hands going forward.”
Jorgen Schlemeier and Rich Aubuchon: “Sometimes referred to as the Tort Czars, they have led the tort reform coalition over the last several years and hit singles, doubles and triples year after year...and this year they hit the home run with SB 591 that included punitive damages and merchandising practice act reforms… Unlike other issues that have one donor or group behind it (Rex on taxes, NRA on guns, MRL on abortion, etc), they have built a successful coalition that includes everything from fortune 100 corporations to NFIB to mega players like David Humphreys.”
Kenny Ross: “Even those that are intimidated or dislike Kenny respect him. The guy is hands down the most experienced staffer in the business with a brilliant craft when it comes to policy, strategy and leadership. He’s worked for Speakers Haahr, Richardson, Diehl, Jones, Richard…. He hand-selected Haahr’s staff and has developed a lot of talent over the last decade...”
Lauren Arthur: “Another year, another bunch of laws crafted by the Senator from north
KC. Breast cancer screening bill, protections for people with disabilities who need organ transplants bill, waiver for DMH to increase # of patients substance use programs can treat, $250k for early literacy, $30m for small business loans. Kansas City continues to be fortunate she has turned out as talented as she is.”
Mike Parson: “While he might have to make some tough decisions on the budget, no high-profile bills made it through to will put him in a tight spot going into an election year.”
Sam Page: “Gets to control over $173M of CARES act funding and continued control over the PDMP for 80% of the state.”
Tony Luetkemeyer – “Continues to exceed expectations as a sharp, well prepared Senator capable of carrying complex legislation. His raw talent mixed with one of the most experienced chiefs of staff in the business in Brad Green has proved to be a powerful team, as even Bill Eigel noted on the floor how much Luetkemeyer has moved the ball on PDMP.”
