CLEAN Lands Another Big Check
While the court battle continues to determine what the official ballot language will be, the CLEAN campaign committee is landing some big checks. Today there’s a half-million check from the National Education Association.
Most folks think that if CLEAN prevails in the fight over the ballot language, their victory at the polls is all but assured.
However it appears they’re building a substantial war-chest in case the CLEANER folks score a favorable court ruling.
Schroer Situation
One Democrat thinks that Rep. Nick Schroer’s residency claim misses the spirit of the law.
He cites RSMo 1.020(14): 1.020. Definitions. — As used in the statutory laws of this state, unless otherwise specially provided or unless plainly repugnant to the intent of the legislature or to the context thereof:
...
(14) "Place of residence" means the place where the family of any person permanently resides in this state, and the place where any person having no family generally lodges;
Reality is if they let him get away with this they’ve essentially removed any reasonable residency requirement from the constitution. The point of the requirement isn’t to make sure a rep *sleeps* in their district. It’s that, if you represent a community, you’re actually a part of it... your kids go to school there. You go to church and community events there, and you’re physically, socially and financially invested in the success of that community. A $100/month room “crashing with a friend in the district” for the sole purpose of maintaining residency clearly doesn’t do any of those things, and would become an easy option for anyone to run anywhere they want.

Barnes on Monument
New Tribune reports on the debate about removing a Civil War monument in Jefferson City. Former Jeff City rep Jay Barnes makes an appearance. See it here.
During two hours of public testimony, Jefferson City residents shared a variety of opinions with the commission. Some, like former State Rep. Jay Barnes, said the marker should be removed because of its ties to the United Daughters of the Confederacy, the organization that gave it to the city. "People who would like the marker removed do not want to erase history at all," Barnes said. "We want to celebrate the true history of our community in the Civil War."
House Adds United Kingdom Caucus

The purpose is to build a strong relationship between Missouri and the UK.
Members include: Reps. Grier (chair), Greg Razer (vice-chair), Dottie Bailey, Phil Christofanelli, Bruce DeGroot, Hannah Kelley, Tracy McCreery, Jim Murphy, Wiley Price, Cody Smith, Doug Richey, and Curtis Trent.
Haahr Adds Baxter to HFM
Speaker Elijah Haahr House added Annie White Baxter to the Hall of Famous Missourians. The bust was unveiled at a ceremony yesterday.
Baxter played a prominent role in the history of Missouri as the first woman elected to public office in 1890. As the first female county clerk in the United States, she oversaw elections for Jasper County before she even had the right to vote.
Hurricane Laura Coming

Extra vs Special
The Senate communications staff clarifies that the commonly called “special sessions” are really extra sessions. See it here.
Many often refer to the additional legislative activity of 2020 as a “special session,” but that is not technically correct. According to the Constitution, the governor may convene an “extra” session. A “special” session may only be called by the Legislature itself.
