MOSERS Sues Money Manager
Bond Buyer reports that the “Missouri State Employees Retirement System is seeking to recoup losses it blames on the alleged misleading and fraudulent conduct of one of its private equity investment managers. The pension fund first sued Canadian-based Catalyst Capital Group Inc. last year, claiming it had mismanaged investments. Much of the lawsuit was redacted. New information that MOSERS believes backs up its allegations has since surfaced including a 2018 letter from the Securities and Exchange Commission, which is included in an amended complaint filed Thursday in Cole County Circuit Court in Jefferson City against Catalyst and its founder Newton Glassman… Catalyst manages $175 million of the system’s $9.5 billion in assets — based on the fund’s market value for the last fiscal year — with investments in three Catalyst accounts… MOSERS’ membership covers general state employees, employees of ten regional colleges and universities, members of the General Assembly and statewide elected officials, as well as judges and is governed by an 11 member board…”

Redistricting Reminder
With maps still in flux, yet folks trying to suss out their future, it’s a good time to look back at 2012’s Wright-Jones v. Nasheed for the test of residency in a redistricting year. Robin Wright-Jones had sued to take Jamilah Nasheed off the ballot because she didn’t live in the new district. But the MOSupremes said as long as you reside within a district from which the new district is created, you qualify.
Simply put, is [Nasheed] a resident of any district from which the new 5th district was created? Yes. Nasheed currently resides in the old 4th district, which is one of the districts from which the new 5th district was created. As such, she satisfies the constitutional residency requirement for the 2012 election…
The plain and ordinary meaning of the words “the district or districts” is broad and unrestrictive and, hence, includes any part of such district(s). Had the drafters of the constitution wished to limit eligibility to candidates residing only in those parts of the old districts that were absorbed into the new one, they could have crafted narrowing language to that effect. They did not, and, given the clear and unambiguous language of the clause this Court need not speculate as to their intent.

He was selected by C.A.R.'s leadership team after an extensive nationwide search. Sebree succeeds Joel Singer, who announced his retirement earlier this year after 43 years of service at C.A.R., including 32 years as CEO…
Sebree has been Chief Executive Officer of Missouri REALTORS® since September 2014. Prior to his move to Missouri, Sebree served as Senior Vice President of Public Policy for Florida REALTORS® for 11 years. Prior to that, he worked in the Government Affairs division of the NATIONAL ASSOCIATION OF REALTORS® (NAR) in Washington, DC for 13 years. Sebree was a Senior Legislative Representative working with the congressional delegations of eight states. Prior to NAR, Sebree worked for two years for the U.S. House of Representatives Committee on Banking, Finance and Urban Affairs.

· Kaiser Health News’ Bram Sable-Smith tweets Missouri’s Medicaid expansion has resulted in fewer enrollees than estimated: Big jump in enrollment numbers for Missouri's Medicaid expansion last week. Total enrolled is now 48,505, up from 23,713 the week before. That figure is still only about 18% of the 275,000 people estimated to be newly eligible for the program.
· Inside yesterday’s MOIndy article about the Senate Republicans: Sen. Denny Hoskins says Conservative Caucus is looking at the possibility of targeting Medicaid expansion appropriations. One aim is to undermine Medicaid expansion, he said. Discussions about the Missouri Supreme Court decision that found the state was obligated to pay the cost out of existing appropriations are focused on whether language barring use of the money could succeed, Hoskins said.
· But the mighty Jason Rosenbaum tweeted a July interview with Sen. Bob Onder who acknowledged it’s tougher politically to kick people off Medicaid than if the spigot had been preemptively shut before enrollment.
