Week Ahead
Three weeks left…
I’ll be watching Senate bills as they travel through the House process. I’m assuming that they’ll mostly get loaded up with House amendments. But anything that remains clean will head to the governor’s desk. Right now, we have only two (2) Truly Agreed and Finally Passed Bills – and one of those was the supplemental budget.
Meanwhile the Senate remains the major bottleneck. The budget is expected to be the week’s big priority, but Floor Leader Caleb Rowden said Rep. Mike Haffner’s HB 2005 dealing with eminent domain will receive floor time.
· Note: Tuesday could be a short work night as it’s the Governor’s Legislative Barbecue.
Also on the calendar…
REALTORS Conference this week… Over 400 REALTORS® from across the state will gather at Missouri REALTORS® Spring Business Conference in Jefferson City, Mo., April 26-28 to discuss a wide array of topics directly related to the real estate industry. This three-day conference will take place at the Capitol Plaza Hotel and Convention Center. The conference will begin Tuesday with the much-anticipated Capitol Conference. This is an opportunity for Missouri REALTORS® to meet with elected officials and encourage lawmakers to protect the American Dream of Homeownership. Prior to Capitol visits, Governor Mike Parson will address members as the keynote speaker.
That Other Deadline
While legislators and lobbyists are eying the May 8 constitutional deadline to pass the budget, there’s another May 8 deadline outside the building… signatures for initiative petitions to make the November ballot. The two IPs (both using Fieldworks for their collection) are Legal2022’s marijuana legalization, and Better Election’s ranked voting.
Jane PAC
Lobbyist Jane Dueker has a PAC to support her St. Louis County Executive bid. As a lobbyist she can’t have a candidate committee, so the PAC will fund her campaign. JANE PAC received $10,000 from the St Louis County Police Association PAC last week.
· The St. Louis County Police Association is a lobbying client of Dueker’s.
Axiom Registers for KC Cops
In the lobbyist registrations (below) Aaron Baker and Hannah Beers Sutton added for KC Cops.
They’ll be working to advance Sen. Tony Luetkemeyer’s legislation to increase funding to the Kansas City police department.
It’s unclear if this is a formal organization, a collection of KC coppers, or just folks supportive of the rank and file. The phone and address listed are Axiom’s office.
US Senate Bits
· Attorney General Eric Schmitt received the endorsement for the Missouri Fraternal Order of Police “citing his commitment to law and order and his unwavering support for men and women in blue.”
· Meanwhile Eric Greitens tweeted he was doing a ride-along with the Kansas City Police. That led to a backlash from Mayor Quinton Lucas and the KC Commissioners’ statement and Greitens pulling the video down.
· Politico looks at Richard Uihlein. See it here. Uihlein’s involvement illustrates how a single free-spending billionaire can alter the contours of an election… Uihlein, an Illinois-based shipping and supply company executive whose family founded Schlitz beer, has a long history of backing insurgents… Ahead of the 2022 midterms, Uihlein has donated $2.5 million to a super PAC backing Missouri Senate hopeful Eric Greitens, a disgraced former governor who Republican leaders fret could lose in a general election against a Democrat. But Uihlein’s track record in primaries is littered with expensive losses…

Price to Sue House?
The Missouri Independent reports that Rep. Wiley Price is considering suing the House to stop his wages from being garnished to pay his ethics fine.
Richard Callahan, a former judge and U.S. attorney handling Price’s case, contends the House changed its rules to retroactively allow it to fine Price as part of his censure… [House General Counsel Bryan] Scheiderer responded to Callahan’s inquiry by sharing documents he said support the House’s authority to withhold pay from a lawmaker, as well as audio of Price saying he would “accept the censure” during the January 2021 House debate on the issue.
Gubby Appts
Governor Mike Parson appointed Timothy Flook as Circuit Judge for the 7th Judicial Circuit. Flook, is a former state representative and currently serves as an Associate Circuit Judge for the 7th Judicial Circuit.
And Parson appointed the Honorable Thomas A. McCarthy as Circuit Judge for the 22nd Judicial Circuit. He will fill the Circuit Judge vacancy created by the retirement of the Honorable David L. Dowd.

“If someone doesn’t like your bill, they kill it.” Live, late-breaking news from Bill Kidd here. Sounds like a whiny Democrat and not a senior member of the GOP. If you’re in the supermajority for 8 years and you haven’t figured out how to navigate the process, that’s more of an indictment on Bill Kidd than anything else.
