Gov to Veto Cody Cash?

Gov. Mike Parson appears on track to veto a plan that would have given Missouri taxpayers election-time rebates of up to $500. The move, which could be announced Friday, was anticipated after the Republican chief executive expressed skepticism in May about the hastily crafted proposal. His official schedule shows a raft of legislation he plans to sign this week, but the tax rebate is not on the list. Parson is expected to issue a round of vetoes of various bills on Friday… Under legislation first floated in the House and then adjusted and approved in the Senate, individual income filers would receive up to $500, while joint filers could expect to receive up to $1,000. Missourians eligible for the tax credit must have earned less than $150,000 as individuals and $300,000 for married couples. The state will credit taxpayers $1 back for every $1 paid in taxes, up to $500.

The rumor is that the agriculture omnibus bill, HB 1720, will also get hit by Parson’s veto pen. During session there had been a lot of back and forth between the governor’s office and the legislative leaders about how far to extend the sunsets on the various ag tax credits in the bill. Parson wanted 6-year sunsets, but the finally agreed bill ended with 2-year sunsets.
The rumor is that Parson will veto the bill and soon thereafter call for a special session to pass an ag omnibus with longer sunsets. If so, he could also add “Cody Cash” to the special – asking to remove the income parameters he dislikes.
But
There’s reason for skepticism to this rumor…
First, Parson has shown a dislike for special session – particularly after the floundering “anti-crime” special two years ago. For example, he refused to call a special session for redistricting last year.
Second, the House chamber isn’t exactly ready right now…
Derges Guilty On All 22 Counts
Springfield News Leader reports: “Tricia Derges, a state lawmaker and founder of several medical clinics throughout southwest Missouri, was found guilty on Monday on all charges brought against her by federal prosecutors. A jury convicted Derges on 22 counts, including wire fraud, illegal distribution of controlled substances and making false statements to investigators. They also voted to allow law enforcement to take back nearly $300,000 in federal pandemic aid money that Derges received from Greene County.”
MRL Federal Endorsements
Missouri Right to Life announced their endorsements of federal candidates.
· All the major Republican US Senate candidates were endorsed (Greitens, Hartzler, Long, McCloskey, and Schmitt) except Sen. Dave Schatz, presumably over his FRA vote. There had among observers wondering if Eric Greitens – after the abuse allegations, and “hunting ad” – might suffer the loss of MRL’s support. He did not.
· Sen. Rick Brattin pulled down the sole endorsement in CD-4.
· And Sen. Eric Burlison similarly was their only endorsement in CD-7. That surely stings Sen. Mike Moon, and former Sen. Jay Wasson, both of whom have consistent pro-life voting records.
Next Abortion Battlelines
· Breaking this morning in KCStar (read it here), Jonathan Shorman reports that Saint Luke’s Health System “is no longer providing emergency contraception in Missouri after the state banned abortion with no exceptions for rape or incest... In a statement, Saint Luke’s spokesperson Laurel Gifford said, ‘As a System that deeply cares about its team, we simply cannot put our clinicians in a position that might result in criminal prosecution.’”
· Axios reports on the possibility that Big Tech will be enlisted in the enforcement of anti-abortion laws. Read it here. Companies like Google and Facebook collect enormous volumes of personal data, including information about where we've been, what we've bought, who we've talked to and what we've said… Law enforcement already seeks access to location data, content, usernames, browser history and other online activity from tech companies through warrants or subpoenas. Now, they will seek that same information in connection with abortion investigations in states that have criminalized it, India McKinney, director of federal affairs for the Electronic Frontier Foundation, told Axios.

Court Drags Feet
Court documents will remain inconveniently available on at computers in state courthouses for another year, according to a press release from the Missouri Supreme Court.
The Supreme Court of Missouri today approved rule changes paving the way for access to public court records from personal electronic devices… The rule changes will not go into effect until July 1, 2023, partially due to the constitutionally required waiting period for certain court rules. The waiting period also gives the Court the opportunity to work with The Missouri Bar to educate attorneys, court staff, parties or anyone else offering documents for filing in any Missouri state court to keep unnecessary confidential information out of otherwise public documents and, when confidential information must be included, to redact that information to protect it from disclosure. The redaction requirement is not new…
The expanded access to public case documents will be prospective only – available only for documents filed on or after July 1, 2023…
