I asked lobbyists, “Will ‘sports betting’ be TAFP'd this session?” 19 replies… Some folks replied before Thursday’s volatile events.

· This is the best chance it’s had, but it won’t get across the finish line without VLT’s.
· Senate takes up the House bill and Senators decide to negotiate with each other instead of industries and force the casinos to compromise on a reasonable amount of VLTs for non-home dock cities. Then the Speaker gets it done for the Professional Teams and fans.
· Senator Hoskins is the biggest hurdle and a gaming bill will not pass in 2023 or 2024.
· If past is prologue, Hoskins will drown sports book when the casinos kill VLTs.
· Now that Schatz is out of the way there is an avenue for passage, if folks are honest about it. If not, it will see the same fate as past sessions.
· Definition of insanity…
· I have noticed that the two issues - VLT's and sports betting - have been effectively bifurcated this year. The two don't seem to have their fates tied to each other. That's a big difference.
Who Won the Week?
Lane Roberts – The unfolding turmoil in St. Louis appears to have given Roberts’ crime bill a new sense of urgency.
Casino lobbyists – In a tour de force, they simply seem to have outworked the VLT lobbyists as Senate Appropriations advanced the sports betting bill and tanked the Hoskins bill.
Maggie Nurrenbern – Appears to have rolled up all rivals and will be unopposed as the Democratic nominee for Senate 17.
Brenda Shields – Her child care bill appears to be the prime vehicle to address the state’s critical shortage. This comes after her physical therapists bill has already been passed out of the House. Shields is becoming an impact player.
Peggy McGaugh – By installing Rep. Bill Falkner as her new de facto vice chair, and having him not recognize Rep. Dan Stacy in Elections Committee, McGaugh shows everyone who the boss is.
Mike Moon – It only happens once in a Mike Moon, but the senator from Lawrence got a bill perfected this week.
