I’m already getting pelted with out-of-office responses as it appears that Thanksgiving Week break has taken hold.

A2 on the Agenda
There hasn’t been a lot of talk about new pro-gun legislation – yet. But some conservatives want to try a SAPA II, after the original Second Amendment Preservation Act was ruled unconstitutional.
Prefiling starts next week (December 1). One of the first out-of-the-gate will be Sen-elect Brad Hudson. A press release from his office says he’ll be “pre filing legislation to curb county and municipal ordinances that infringe upon the Second Amendment rights of Missouri citizens. This legislation comes in response to a recent ordinance passed in Jackson County, MO, that barred the purchase, possession or transfer of weapons by people 21 years old and younger.”

Interesting to note that Hudson’s press release says that “Aaron Dorr, Political Director for the Missouri Firearms Coalition, said that he is in full support of the legislation.”
· Why That’s Important: Dorr’s group has stepped into the void left by the NRA which has experienced turmoil at the national level and has virtually no presence in the state capitol.
Legislator-Lobbyist Restrictions
Legislators who are eying making the move to lobbying – and lobbyists considering making an offer to legislators – should be aware of 105.456.
1. No member of the general assembly...shall...(4) solicit any registered lobbyist for any compensated or noncompensated position, with a hiring date beginning after such person is no longer an elected official, while such person holds office.
AND
3. No individual or business entity shall solicit a member of the general assembly to become employed by that individual or business entity as a legislative lobbyist while such member is holding office as a member of the general assembly. No member of the general assembly shall solicit clients to represent as a legislative lobbyist.
· A violation of this section is a crime. 105.478 "Any person guilty of knowingly violating any of the provisions of sections 1-5.450 to 105.498 shall be punished as follows: (1) For the first offense, such person is guilty of a class B misdemeanor".
Vaccinations Exemptions
With vaccine skeptic Robert F. Kennedy Jr. set to be Donald Trump’s director of the Department of Health and Human Services, I wonder whether we’ll see efforts to undermine the public health movement of the last century to keep our kids safe from polio, measles, whooping cough, chicken pox etc.

Wick and Loy’s Bathroom Proposal
One reader points out that Rep-elect Wick Thomas (Democrat, House 19, taking over for termed Rep. Ingrid Burnett) identifies as non-binary. (See Thomas’ webpage here).
· They could put a personal face on the proposal from Rep-elect. Cathy Jo Loy that Capitol bathrooms be restricted by biological definition rather than gender identification.
eMailbag on Sparks v Patterson
· That’s funny that Sparks would be open to a summit but with conditions. He has no leverage. He poses no threat to Patterson. He has 2 votes, maybe 5 if I’m being generous.
· Sparks is a stalking horse for all things Eigel. Next House rift: Ashcroft people versus Eigel people.
