Hanaway: No Referendums on Redistricting
Here’s a twist I didn’t see coming: the Attorney General’s Office sued yesterday to stop the referendum on the redistricting map.
While Missouri has chosen to allow voters to revisit legislation passed by the General Assembly, nothing in the Missouri Constitution expressly says that federal congressional reapportionment may be subjected to a referendum. In other words, the people of Missouri have never made the conscious choice to undermine the Framers’ decision to vest this State’s legislature with the reapportionment authority. Defendants therefore have no legal basis to proceed with their referendum. This Court should declare that such a referendum would violate both the U.S. and Missouri Constitutions.

Incumbent Sen. Nick Schroer raised $28,760; spent $4,992; and has $88,010 on-hand.
· 1776 PAC: $314,903 COH.
State of Play: Schroer looks safe. One MOScouter sees the big PAC pile for a potential AG bid against Catherine Hanaway. I don’t see that, but who knows…
Senate 6 (Mike Bernskoetter termed)
Katie Ashcroft hasn’t formed a committee yet. She might not be running after all, folks.
Rep. Rudy Veit raised $9,400; spent $38,829; and has $292,741 on-hand.
Derrick Spicer raised $16,720; spent $6,432; and has $164,635 on-hand.
· Spicer for Senate PAC: $4,095 COH.
Former Rep. Chuck Gatschenberger filed Limited Activity.
Jake Vogel raised $165,500; spent $28,246; and has $137,253 on-hand.
· Lead the Way PAC: 3,278 $COH.
Outlook: That’s a powerhouse opening quarter from Vogel – no big personal checks in there. This race is going to be a slugfest, and I wonder if Gatchenberger is having second thoughts after looking at these other bank accounts. Spicer is being helped by Sen. David Gregory.
Senate 8 (Mike Cierpiot termed)
Speaker Jon Patterson raised $213,238; spent $0; and has $468,452 on-hand.
· Missouri Alliance PAC: $1,687,856 COH
Former Rep. Dan Stacy raised $11,114; spent $5,939; and has $12,525 on-hand.
State of Play: JP’s $2+M COH is a jaw-dropper. One reader thinks it could grow to $2.5M by the end of the year and may end up taking Senate 8 off the map, if it deters Democratic interest groups from seeing it as winnable.
Senate 10
Incumbent Sen. Travis Fitzwater raised $ 21,905; spent $31,550; and has $124,535 on-hand.
· Kingdom Leadership PAC: $128,735 COH.
State of Play: Fitzwater is safe.
Senate 12
Incumbent Sen. Rusty Black raised $55,550; spent $19,567; and has $186,332 on-hand.
· Great Northwest PAC: $93,909 COH.
Freddie Griffin raised $2,400; spent $902; and has $1,497 on-hand.
State of Play: Black looks safe.
Senate 16 (Justin Brown termed)
Rep. Bill Hardwick raised $22,813; spent $6,011; and has $185,242 on-hand.
· Missouri Enterprise Fund: $84,004 COH.
Rep. Don Mayhew hasn’t filed his quarter yet. His July cash on hand was $38,846.
Joe Steelman raised $14,500; spent $1,340; and has $61,764 on-hand.
Steel Resolve PAC: $50,000 COH.
Rep. Jeff Knight has filed his quarter yet. His July cash on hand was $62,489.
JAK PAC: $36,825 COH.
Hannah Kelly raised $17,890; spent $2,030; and has $63,304 on-hand.

State of Play: This race is still fluid, but it looks like Hardwick and Steelman will be two front-runners, and Kelly could have an interesting lane especially if she ends up as the only woman in the race with four men.

Sarah Graff raised $20,100; spent $836; and has $66,762 on-hand.

Dusty Blue raised $1,500; spent $5,504; and has $99,792 on-hand.
State of Play: Sharpe lent himself $30,000, and he’s spending it; O’Laughlin is backing Graff; and Blue is self-funding and is part of the Sophia Shore crew. In short, still a wide open race.
Senate 20
Incumbent Sen. Curtis Trent raised $108,955; spent $12,662; and has $215,987 on-hand.
· 417 PAC: $ 348,056 COH.
Lori Rook raised $ 119,550; spent $2,595; and has $116,954 on-hand.
State of Play: Rook put in $100,000 and looks to make a spirited race, but Trent is clearly taking it seriously and won’t be caught off guard. It’s hard to beat an incumbent.
Senate 22 (Mary Elizabeth Coleman not running)
Rep. Renee Reuter raised $2,675; spent $550; and has $5,043 on-hand.
Jim Avery raised $81,566; spent $26,601; and has $ 330,977 on-hand.
· Make JeffCo Great Again PAC: $5,100 COH.
State of Play: Avery looks dominant right now.
