Pre-Filing Opens

The House’s Ben Peters offers this nifty chart showing that there were a record number of bills pre-filed in the House this year…

I’ll be weeding through them today. I’m sure you’ll see a story or two about a few unusual ones, like Rep. Scott Cupps, for example, proposing castration for someone convicted of sexually assaulting a child

The court may sentence the offender to be surgically castrated. Such surgical procedure shall be administered by the department of corrections by a licensed physician. The department shall provide the services necessary to perform the castration.

·       I’m no constitutional scholar, but that feels like it might have a small 8th Amendment problem…

 

The Senate – running on Senate time – took longer to get their bills online.  Sen. Sandy Crawford has seniority and gets the pole position this session.  As you might expect, she doesn’t get drawn into the hot-button issues.  Her bill titles: Establishes the Uniform Mortgage Modification Act; Modifies provisions relating to attachment, execution, and garnishment in civil proceedings; Modifies provisions relating to elections.

Lawmakers Shake Fists at MODoT

On social media, several legislators vented their ire at Missouri’s Department of Transportation over their response to yesterday’s snowfall…

Why It Matters

There’s been some simmering resentment between the legislature and MODoT for years over the use of tax dollars.  This will just add to the tension when MODoT comes before the House Budget and Senate Appropriations Committees next session.

 

Senate 10: Carter Preps Another Run

With rumors that Sen. Travis Fitzwater is considering career options outside the Senate, Mike Carter is prepping for another run at Senate 10.  He amended his committee…

Carter placed second in a 5-way primary for Senate 10 in 2022.  He earned 28.7% of the vote, losing to Fitzwater’s 31.5%.

·       If Fitzwater does decide to forgo another term, there will be another healthy field of candidates.  It could be another 4 or 5-way primary.

 

Davis Draws A Primary – Again

No rest for Rep. Michael Davis, who appears to be drawing a primary opponent again.  Steve Baker for Missouri was formed to run for House 56 as a Republican.

·       Davis won a 3-way primary in 2020 with 47.5%.  He was primary-less in 2022.  But then in 2024, he was embroiled in another 3-way primary, this time prevailing with 41.9%.

 

Farm Bureau Unveils New Website for Healthcare

Following last year’s passage of SB 79, the Missouri Farm Bureau is jumping in and offering healthcare plans.
