Senate 4: Merideth Out, Webber for Mitten
Former Rep. Peter Merideth is out for Senate 4. This was expected as he hadn’t made any moves to mobilize a campaign, but now he’s officially closed the door.

· And… perusing Mitten’s July report, Sen. Stephen Webber’s Homefront PAC came in heavy for her with a $2,400 contribution.
Senate 22: Reuter’s Slow Start, Avery Kick-off Coming
Rep. Renee Reuter’s July quarter was Limited Activity. Limited Activity means that her campaign hasn’t raised, or spent, more than $500 in the last three months. Reuter filed “Limited Activity” in her April and January quarterly reports as well. She had $1,465 cash on-hand in her final 2024 report.
Meanwhile, her rivals have jump-started their campaigns with large personal checks: Rep. David Casteel put in $100,000, and Jim Avery anted $200,000.

· Steve Stenger, who pled guilty to corruption charges back in 2019, still has a candidate committee… with $142,258 cash on-hand! According to the filing, “there is a discrepancy between cash on hand and cash in the account. The committee is working to resolve the discrepancy and will file amended reports upon resolution if necessary.”
· Former Sen. Rita Heard Days, who’s now on the St. Louis County Council filed a Limited Activity report. She’ll have to start fundraising soon as she faces serious challengers in her re-election: Ferguson Mayor Ella Jones, and former Rep. Maria Chappelle-Nadal. School Safety RFP
RFP for “school safety system:” Per House Bill 3008 [from the 2022 legislative session], the Department of Public Safety desires an application for school safety for all public and charter school districts in Missouri that communicates directly to 911 services, including on and off duty officers through the law enforcement alert system.
· There are approximately 555 school districts and charter schools in Missouri that would have the option to use the school safety application. In addition, there are a total of 869,345 students and approximately 2,367 school buildings.
· While there is not a mandate for any school district to have a school safety application, the intent of the contract awarded from this RFP is to provide a school safety application at no charge for a school district, if the school district desires to participate.
DOR on PAC Contributor Gifts
A recent Department of Revenue ruling explains that the gifts offered from a PAC to donors are subject to sales tax. See it here.
Applicant is a registered Political Action Committee with the Missouri Ethics Commission (MEC). Applicant accepts donations from supporters that are reported to the MEC along with their expenses. Applicant is planning on offering branded gift items such as t-shirts or tote bags to their supporters in exchange for their donations.
