MOScout Daily Update: PDMP Gets Senate Hearing - Nixon for Bloomberg - Mantovani Hires - Brown in Senate 7 and more....

Rehder’s PDMP Set for Senate Hearing

Rep. Holly Rehder’s PDMP bill (HB 1693) will get a Senate hearing today.  It will be heard in the Judiciary Committee (1:30PM).  Chairman Tony Luetkemeyer filed a Senate version of a PDMP, so this should be a hospitable environment for the bill.  Still, there are a few members of the Conservative Caucus on the committee who may preview their discomfort with the database.

And

Also in Judiciary, Sen. Jamilah Nasheed’s legislative agenda (SB 542 and SJR 61) of allowing former felons to vote will be heard.

Hearings of Interest: Senate Ag

Today’s Senate Committee on Agriculture will hear a couple of interesting items (3PM, SCR2).

·         Sen. Justin Brown’s SB 868 would double the amount of revenue under which one is a “small farmer.”  In current law, "small farmer" is defined in the Family Farms Act as a farmer who is a Missouri resident and who has less than $250,000 in gross sales per year. This act changes the amount of gross sales to less than $500,000 per year.

·         And Sen. Denny Hoskins is proposing a constitutional amendment to explicitly create a right to hunt and fish.  SJR 62 says that “the citizens of this state have a right to hunt, fish, and harvest wildlife. The control, management, restoration, conservation, and regulation of the bird, fish, game, forestry, and all wildlife resources of the state, and the administration of all laws pertaining thereto, is vested in a conservation commission as provided in Article IV, Section 40(a) of the Constitution of Missouri. No law, rule, or regulation shall unreasonably restrict hunting, fishing, or harvesting wildlife or the use of traditional devices and methods. Laws, rules, and regulations authorized under this section shall have the purpose of wildlife conservation and management and preserving the future of hunting and fishing. Public hunting and fishing shall be a preferred means of managing and controlling wildlife. This section shall not be construed to modify any provision of common law or statutes relating to trespass or property rights.”

Brown in Senate 7

Just when I thought Rep. Greg Razer would have a free pass on his way to the Senate, former Rep. Michael Brown filed paperwork to run for that seat.  See it here.

It now appears there will be a Democratic primary in Senate 7 (the old Holsman seat).

But

·         Razer is still the clear favorite.

·         He’s been raising money and locking down endorsements for six months.

Lynn, Brees Joins Team Mantovani

Mark Mantovani has wasted no time in staffing up his county executive campaign.  After announcing his bid last week, a tipster says that he’s already added “two key members to his team. Long-time Democratic operative Patrick Lynn and uber fundraiser Erika Brees have joined the Mark Mantovani campaign.

Brees was the top fundraiser for former Senator Claire McCaskill and former AG Chris Koster’s 2016 gubernatorial bid.  She is currently fundraising for State Auditor Nicole Galloway’s bid for governor.

Lynn recently left Show Me Victories to become Mantovani’s campaign manager.  He has been a key player in Democratic politics for over 25 years working for Governors Mel Carnahan, Bob Holden and Jay Nixon.  He ran Clint Zweifel’s successful 2008 campaign for state treasurer, and while at SMV, worked on many successful candidate campaigns and ballot issues.”

And

Mantovani put $50K to his campaign account over the weekend.  (See the large contributions below).  He spent $1.6 million of his own money running against Steve Stenger in 2018.

More on MOScout/Remington CD-2 Poll

The MOScout Remington Poll over the weekend showed incumbent Congresswoman Ann Wagner with a ten-point lead over Sen. Jill Schupp.  But inside the numbers, Team Schupp could find some glimmers of hope.

·         The Remington weighting has the district +10 GOP (the same amount by which Trump beat Clinton in 2016) versus the Cook Index which rates the district +8 GOP.

·         Democrats think this is one of those suburban districts which will be look much less red in 2020. That’s the crux of the Dem hope to beat Wagner.

UPDATE: I incorrectly transposed the non-partisan numbers in an earlier version.

Nixon for Bloomberg

Press release: [F]ormer Missouri Governor Jay Nixon endorsed Democratic candidate Mike Bloomberg for president. The former two-term governor praised Mike’s record as a leading climate activist, his plan to fix our country’s broken infrastructure using cleaner and safer solutions, and his common-sense approach to putting people above politics in order to get things done….

Nixon’s endorsement is the latest example of the momentum Mike Bloomberg 2020 has in Missouri. In an effort to engage Missouri voters and share Mike’s plan to defeat Donald Trump, the campaign has hired nearly 50 staff members and opened five field offices across the state. Last weekend, Mike Bloomberg 2020 held 41 organizing events in Missouri as part of the campaign’s nationwide Weekend of Action….

The Missouri Democratic primary takes place on Tuesday, March 10.

Bits

·         Teresa Hensley, the most recent Democratic nominee for Missouri Attorney General, has endorsed Rich Finneran in his bid to become Missouri’s next Attorney General.

·         On Facebook, St. Louis’ perennial candidate Bill Haas outlines his path to White House… I’m on the Missouri Democratic ballot for president March 10th… I have a path to the nomination. If I get 15% in the 1st or 2nd congressional district march 10th, and I’ve done that in both before, I get invited to the debates, and I’ll know what to do from there. I’ve been preparing for this for 50 years.  I expect to get support from my performance in the debates, and be the consensus nominee on the 2nd ballot in a brokered convention…
