· Seems likely, but I don’t know how they get enough consensus to pass anything. It’s an election year with folks fighting for sound bites. Seems like a recipe for disaster - not that that ever stopped #moleg from doing anything.
· There are issues that can help bridge the revenue gap. Wayfair, expansion of gaming
· I chose "somewhat unlikely" but I really think it's a 50/50. If it does happen, it will be during veto session.
· The Governor is handling the budget challenges and the General Assembly has provided massive appropriation authority already. It is an election year. And I don't see COVID liability having enough weight to be a sole issue in a special session.

· Too many unresolved issues to not have a special, and the feds are ramping up their discussion of the structure of a 4th stimulus package, not downplaying the possibility - therefore additional budget authority will likely be needed.
· I am a firm believer that the healthcare worker liability issue regarding the COVID-19 virus warrants a special session. After the Gov makes his decisions on FY21 budget post June 30, there may be a need for a supplemental as well to deal with other financial COVID related fallout. It will also likely be asked that Law Enforcement reform be added to the call as well. Likely legislation would mirror some of the general consensus things being discussed federally. I for one fully agree that both are public health emergencies and both issues disproportionally affect Black Communities. It would be a powerful move for Parson to address these issues in this context. It would be the move of a leader.
· The most likely time is around veto session. I would expect more talk to happen after all the bills are signed or vetoed. Veto session would also align better with a potential "next" federal bill.
Who Won the Week?
LGBTQ Community – Huge win from the Supreme Court may give some momentum to the stalled Missouri Nondiscrimination Act (MONA) in the state legislature.
Those 2013 GOP Senators – In 2013, the state senate passed MONA at the end of session. Nine Republicans joined the Democratic minority. Time has proven they were on the right side of history. Among those GOP senators were Mike Parson and Mike Kehoe.
John Hancock – Another vote of confidence for the veteran Republican operative who gets a fresh $500K for the pro-Parson PAC he’s running.
MO Dems – Last week’s MOScout poll showed Trump’s current lead in Missouri is half what it was 2016. Many Dems think that “weakness” for Republicans could mean some suburban House districts swinging to blue in November.

Having lived here for 29 years I have learned which DMV offices to go to and at which time. Getting new plates, DL renewals etc…It used to be something I would dread but not anymore. And the fact that they can look up your county property taxes to see if they have been paid is a huge improvement. So congrats to the DOR for doing a better job than in years past. But, no way will I tell you which ones to go to….
