Budget Bills Prepped for Passage

The budget bills are teed up for final passage today...

·         Last night the Senate incorporated a version of “Cody Cash” into HB 2090.  This was presumably part of the overall compromise with the House.  The Senate version lowers the total giveback amount to $500 million from $1 billion.  Sen. Dan Hegeman said the reasoning was to keep the revenue surplus at a point where they would still trigger the next income tax cut.  Additionally, an amendment from Sen. JJ Rizzo made the refund means-tested. Folks earning over $150,000 (or couples over $300,000) won’t participate.

·         And the Senate passed the capital expenditure bills and ARPA funding 3017, 3018, 3019, and 3020.  It’s said these were worked out with the House so that a conference committee isn’t necessary; the House will pass them as they are.

Next Abortion Battleground?

Folks are looking around the corner at the next abortion battlefields – assuming that the Supreme Court does indeed overturn Roe v Wade.

Missouri gets a mention in this Politico article.

Can a state’s anti-abortion laws apply beyond its borders?.. Missouri already has given us a taste of what this will look like. Earlier this year, a Missouri legislator [Rep. Mary Elizabeth Coleman] introduced an amendment that would create civil liability for anyone who helps another person travel out of state to get an abortion. While this bill did not become law, it is a clear signal that anti-abortion legislators are already thinking about this next frontier.

If they do move in this direction, they will be acting against basic principles of how Americans think about travel and law. Most of us assume that if we travel out of state, we must follow the laws of wherever we are and that the laws of our home state do not apply… However, there is no settled law that clearly reflects this understanding…

Josh Thackston, running as a Democrat in House 110 (Chesterfield), formed an exemption committee.  This means Republican Rep. Bruce DeGroot will face only token opposition as Thackston won’t be raising or spending more than $500.
