· In Senate 12, Herzog Contracting sent $100K to Rep. Rusty Black’s PAC, matching an earlier $100K self-funding contribution that primary rival, Rep. J Eggleston, had made.
· In Senate 2, Rep. Nick Schroer’s PAC received a couple checks totaling a little under $50K.
Another Early Kehoe Endorsement: Asphalt
Later today, the Missouri Asphalt Association (MAPA) will announce their endorsement of Lieutenant Governor Mike Kehoe for governor of Missouri.
“We are proud to endorse Mike Kehoe for governor because he has been a leader on the front-lines helping move Missouri infrastructure forward and understands the critical role it plays in Missouri’s economy,” MAPA Executive Director Dale Williams said. “Our board is taking this unprecedented step to endorse Mike early because Missouri’s future depends on common sense leadership that Mike can provide to help our businesses grow jobs, our economy, and opportunities for all Missourians.”
MAPA was incorporated in 1990 by Missouri asphalt contractors to represent contractors with a desire to uphold the highest standards of quality and ethics. MAPA has 130 member companies that represent several thousand individuals working in the asphalt construction industry in Missouri and is the 10th major organization to endorse Mike Kehoe for governor.
ModivCare Protests Contract
ModivCare, the incumbent provider of Non- Emergency Medical Transportation (NEMT) services to the State of Missouri, specifically to MoHealthnet, filed an official protest to the recent award of the State NEMT contract to Medical Transportation Management (MTM). It’s a $50-million dollar contract.
According to the protest letter (see it here), the “entire bidding process was flawed.” The protest letter is signed by Lathrop & Gage’s Doug Nelson. Nelson is a former Commissioner of Administration. ModivCare’s Jeff City lobbyists are Bardgett & Associates.
At the heart of the complaint is MTM had twice before won the contract and been unable to fulfill it. And yet here the state is again awarding it to them over NEMT.
From the letter…
· The committee knew that MTM was awarded the Missouri NEMT contract in or around 2005, and that MTM was unable to meet its obligations under the contract in 2005 such
· that it was necessary for ModivCare (then Logisticare) to step in and assume the contract on an emergency basis.
· They also knew that in 2010 the Missouri NEMT contract was rebid and again awarded to MTM, and that in 2011 MTM refused to continue to perform the contract without an unfair rate increase so it again became necessary for ModivCare (Logisticare) to step in and take over the contract on an emergency basis.
One NEMT supporter: This award has stunned numerous Missouri bureaucrats who have had to deal with MTM twice before when they defaulted on the NEMT contract in Missouri and left hundreds of thousands of Missouri’s most frail citizens without any transportation to their life saving dialysis treatments and other medical services… Would the State of Missouri award a contract to a bridge builder who twice in the last 15 years and been hired to build bridges and left the State high and dry???

Some news outlets are reporting that several incumbent officeholders are being denied MRL PAC endorsements. This is unfortunately true, and we take no pleasure in doing so. The central issue is the 2021 Federal Reimbursement Allowance (Missouri Medicaid $$) that our General Assembly passed WITHOUT SECURE PRO-LIFE LANGUAGE.
This was the Missouri version of the federal Hyde Amendment, but strengthened to include all abortion providers receiving state money. Some believed, without evidence, that Missouri would lose all Medicaid money if they passed the FRA with good Pro-Life language. MRL believed YOUR TAX DOLLARS were valued enough, and even more so the lives of unborn children, to keep it out of the hands of abortionists. Even if there were court challenges.
We refused to accept that we needed a permission slip from the Biden administration to protect babies within our own state borders with our own tax money!
All members of the General Assembly were made aware of our concerns, repeatedly, in the Capitol and in the press. In the House, only 13 brave members voted Pro-Life. In the Senate, only 5.
If your state rep or senator claims to be Pro-Life and wants your vote, look to see if they are endorsed by MRL PAC. Ask them why prohibitions on public money going to abortion providers is not in state statute YET. They must hold their leaders accountable, and you must hold them accountable.
