While I’d be surprised if the return of SAPA or IP “reform” doesn’t get significant attention next session, leaders are still focused on economic issues – specially taxes.
Speaker Jon Patterson has focused on the “crisis” of property taxes, even calling for a special session on the matter because he feels it can’t wait until January.
And… Team Kehoe sees the state income tax as their likely big priority for next session. Governor Mike Kehoe campaigned on eliminating the state income tax.
· Kehoe will push a plan for a long-term phaseout of the tax. It will also include some “replacement” tax. Kehoe will avoid the “magical thinking” that every tax cut creates an economic boom that pays for itself.
Kehoe Starts With the Easy One
Press release: Governor Mike Kehoe signed a designation bill in Branson, recognizing the city as the "Live Entertainment Capital of Missouri." Senate Bill (SB) 348 includes 46 additional designations recognizing a wide array of people, places, and causes across the state. Provisions in the bill include honorary awareness days, weeks, and months; city and town titles; and the naming of roads and bridges in honor of individuals who have made a lasting impact on their communities — including several Missourians who have fallen in the line of duty.
What It Means
This is the start of a two-week period where we’ll see a flurry of decisions from the governor’s office…
· Monday, June 30 is the deadline for the governor to sign (and line-item veto) the budget.
· July 14 is the deadline for signing (vetoing) bills from the legislative session.
Senate 8: Patterson Amends Committee
Speaker Jon Pattersonamended his campaign committee to show that he’s running for Senate 8. There’s been speculation whether JP would or would not run for state senate.
The incumbent, Sen. Mike Cierpiot, is term limited. But the path isn’t a gimme: JP would face a right-side primary challenge from former Rep. Dan Stacy, and then a general election fight with Rep. Keri Ingle.
Aiding his ambitions: JP’s Missouri Alliance PAC is one of the largest war-chests in the state with $1.1 million on-hand.
· And… one supporter says they’ve been telling JP if he runs it should be for much higher office, not just higher office.
Senate 16: Hardwick Fundy
Next week Rep. Bill Hardwick will hold an end-of-the-quarter fundraiser.
It’s hosted by Rolla conservative radio talk show host Dave Weinbaum. Weinbaum owns four McDonalds in Pulaski and Phelps County... so he’s catering McDonalds for everyone in attendance. Weinbaum and Rep. Tara Peters will be speaking at the fundy.
And… Hardwick has lassoed the endorsement of former Rep. Suzie Pollock.

Senate 34: Shields Quietly Prepping
One supporter of Rep. Brenda Shields says that you shouldn’t take her silence for inaction. Brenda is planning to run in the 34th senate district...
· She feels that Jefferson City needs leadership in the senate now more than ever.
· She has a solid conservative record, especially on first amendment rights, pro-life, and business.
· The Shields name is very well known. Her ability to raise money is significant.
· Because she has always been a serious candidate, she is taking her time to build her team and commitments to ensure her success.
Pro-Police PAC Sends $$$ to Christ PAC
Rep. Brad Christ landed a $50,000 check today (see $5K+ Contributions below). I don’t remember a House member not already in leadership or running statewide picking up a check this large.
The check was from Missouri Law Enforcement For Good Government PAC. They backed the St. Louis police takeover. Christ carried that bill.
What It Means
It was already evident that Christ was an excellent fundraiser, but this is a message to every swing district member who will need caucus support that he should be the guy they want running HRCC as majority leader. We’ll see in a few weeks (when 2Q reports drop) if other floor leader candidates can keep pace with Christ.
Rumorville: Ashcroft to DOLIR
Word is that former Secretary of State Jay Ashcroft is soon to be hired by the Department of Labor and Industrial Relations as an Administrative Law Judge.
· During a virtual presentation Wednesday… KCADC CEO Tim Cowden said the regional business community has no preference between Missouri or Kansas... Cowden said he disagreed that the Chiefs and Royals' consideration of stadium incentives in Missouri and Kansas constitutes a violation of the states' economic border-war truce: “We look at this as, really, a border solution.”
· Kansas City Mayor Quinton Lucas reiterated his perspective to the contrary during a radio interview Thursday. “It's obviously a border-war incentive battle… when you get in a race of incentives, when there will be no new net economic activity for the region, then the loss is sustained by the taxpayers. ... If you create an exception for everything you think is cool or unique, you don't actually have a truce at all.”
Ruddy to Roe Firm
Politico’s Influence reports that “Jack Ruddy has left the Hill after nearly a decade and a half to join AxAdvocacy as senior vice president of government relations. Ruddy is a longtime aide to House Transportation and Infrastructure Chair Sam Graves (R-Mo.), and has been serving for the past six years as the GOP staff director for the panel.”
