New Education IP
A new initiative petition was filed yesterday which would prohibit public funds from going to “nonpublic schools.” A nonpublic school” is defined as a school not directly controlled by a public school district. Furthermore, a “public charter school is a nonpublic school unless it was approved… prior to June 30, 2025, or is approved by the voters of the public school district…”
It was filed by Duane Martin. He’s the founder of the EdCounsel.
· It’s difficult to raise money and collect signatures. So we’ll see if this – or something similar – gets some serious backing from Missouri NEA or other big public school organizations.
Bailey’s Proposed Rules for Facebook Moderation
The window for public comments on Attorney General Andrew Bailey’s proposed regulations for Facebook and other “dominant” social media companies ends tomorrow.
Bailey rolled out the regs earlier in the year, touting them as “first of its kind in the nation.” The idea is that Facebook, Instagram and Tik Tok (but not Twitter, though maybe that will change now that Musk is on the outs with Trump?) have been using content moderation to “censor” and “manipulate” information.
The proposed rules (see them here, starting on page 852) would require Big Tech to offer users alternative content moderators.
The rub: To do that the social media platforms would be required to give the third-party content moderators “interoperable access to data on the platform in order to moderate what content is viewed by the user.”
Yikers! That has crazy privacy implications. So, if one of my “friends” on Facebook opts for a third-party provider, the government is going to force the social media platforms to share my information with that third-party – even though I’m not choosing to share it with them?
Eigel PAC Small Donor Program Still Active
The July quarterly report from BILL PAC, the pro-Bill Eigel political action committee, shows that the former gubernatorial candidate’s small donor program is still alive and kicking.
Perhaps it’s in anticipation of this St. Charles County Executive bid; or maybe it never shut down. But the 143-page report is mostly pages and pages of small donations from all over the country. It shows over $200,000 raised and about $93,000 in fundraising expenses to nineonesix.

Bentley Passes
Springfield News Leader reports on the passing of Roseann Knauer Bentley, “a champion for education and the first woman elected to the state Senate from southwest Missouri… She was 89.”
· She taught kindergarten and first grade and served on the Springfield school board as well as the state school board. She also served on the National Association of State Boards of Education and the Parents As Teachers National Board.
· Bentley was a founding member of the Community Partnership of the Ozarks Board of Directors, serving more than 20 years, including a stint as the board president in 2009.
· The first woman elected to the Missouri Senate from the southwest corner of the state, Bentley represented the Springfield area from 1995 to 2003. Following that service, she was a Greene County Commissioner for 12 years, retiring in 2016.
White Floats Tax Split
Kansas City Business Journal reports on a letter from Jackson County Executive Frank White Jr. asking the Kehoe Administration if a three-way split in a local sales tax would satisfy SB’3 local contribution requirement.
In a July 8 letter to Missouri Gov. Mike Kehoe, obtained through an open records request, White proposed asking voters to renew Jackson County's three-eighths-cent sales tax at Truman Sports Complex, where the Chiefs and Kansas City Royals now split proceeds 50-50 for repairs. If enacted, White's proposal instead would split revenue three ways, earmarking an estimated $500 million to $700 million apiece for what the county executive called three high-impact priorities:
· Modernization and repairs to GEHA Field at Arrowhead Stadium
· Restoration and upgrades to public safety infrastructure, including Jackson County's historic downtown courthouse and juvenile justice facility
· Capital improvements to county-owned University Health hospital facilities (University Health Truman Medical Center and University Health Lakewood Medical Center)

Musk Third Party Talk
Missourinet reports on the talk of Elon Musk starting a third party…
· Democratic House Minority Leader Ashley Aune, D-Kansas City, told Missourinet, she is not super worried about Musk’s third party. “Bless his heart, he can do what he can,” said Aune. “I think that all the money in the world can’t build you a coalition…”
· House Speaker Pro-Tem Chad Perkins, R-Bowling Green, told Missourinet he is not even sure Musk will end up going through with it. I have a lot of respect for Elon,” said Perkins. “He’s a tremendous businessman. His political skills might lack a little bit…”
