People Not Politicians Ramps Up
In the large contributions (below) this morning, you’ll see a half-million check going into People Not Politicians, as well as a second $50,000 check. People Not Politicians appears to be the vehicle to fight the redistricting map.
The $500,000 check was from Global Impact Social Welfare Fund, a dark-money, 501(c)(4) organization. They are not required to release their donors. We will never know who is funding this.
People Not Politicians was recently renamed; it was previously Missouri Voices. Under Missouri Voices, it collected about $300,000 in large contributions during the past month. That brings its total fundraising to around $1 million in the past 30 days.

What It Means
There are two fronts in Democratic efforts to reverse the special session redistricting map…
· Legal challenges. Two lawsuits were filed on Friday.
· Referendum. It sounds like a coalition of labor and interest groups are organizing to collect signatures to forestall the map’s implementation and give Missouri voters a chance to weigh in.
For what it’s worth, I visited my 84-year-old mother in Florida over the weekend. I was surprised when she (a two-time Trump voter who doesn’t follow Missouri politics) described the redistricting in Texas and Missouri as a terrible idea and “dirty.”
Hough’s Ouster
Missouri Independent reports Sen. Lincoln Hough’s account of Pro Tem Cindy O’Laughlin telling him she was taking his chairmanship away: About 20 minutes after the Senate adjourned, Hough said [O’Laughlin] visited his office…“She said, ‘we are tired of fighting with you,’” Hough said.
Folks are speculating where this will leave Hough during next session. One MOScouter said he expects we’ll see Hough “do a Silvey,” recalling the session when Ryan Silvey was a member of the Republican Caucus, but made life miserable for then Pro Tem Ron Richard. But it’s also possible he’ll “go Koster,” that would be switch parties. Another thinks he’ll become an independent, “he’s too right of center to be a Democrat and too left to be a Republican.”
· The consensus though is that O’Laughlin has added one more one more hot coal to walk over next session. And it’s unclear what, if anything, was gained by the move.

is upset about losing his Chairmanship of the Approps committee. I’ve been calling for this for years because he votes and acts like a Democrat and never should have been empowered with this position. But more than that, it was Hough himself that set the Senate precedent for taking Chairs when he stood behind @calebrowden at a presser doing it to @MOFreedomCaucus members a little over a year ago. At least he still has his parking spot. Sometimes, what goes around, comes around, my friend.
Bailey Terminates Committee
Andrew Bailey terminated his candidate committee. See the filing here.
Bailey had $164,406 at the beginning of the report, and raised nearly $100,000 before his resignation. He refunded some of his recent donors, had fundraising and travel expenses, and then sent the remaining cash – $185,693 – to Missouri Law Enforcement Foundation, a 501(c)(4) non-profit, meaning the money can be used for political activity.
According to the secretary of state filing, the entity was created a few weeks ago. Its purpose is “to promote and foster public safety for all Missourians.”
· The address of Missouri Law Enforcement Foundation is the same as the address of Bailey’s PAC, Liberty and Justice PAC, which had $596,278 cash on-hand in its latest filing.
Lavender for Kirkwood City Council
Former Rep. Deb Lavender amended her candidate committee, Lavender for Missouri, to run for Kirkwood City Council.
· Lavender represented Kirkwood in the state House before her failed bid for state senate.
