MOScout Daily Update: Lager for Shields - Alford Safe - Gregory on New MO Police Force - RHT Windfall Coming and more…
Lager Backs Shields
In the hot Republican primary happening in Senate 34, Rep. Brenda Shields’ latest fundraiser invite boasts the support of former Sen. Brad Lager.
Lager is the CEO of Herzog companies. One Shields supporter crows: Lager is one of, if not THE, largest player in that half of the state. Multiply that with Charlie Shields’ deep connections in the Kansas City business community…
Here’s a look at the host committee for Shields’ end-of-quarter fundraiser at the St. Joseph Country Club…
Remington: Alford Safe in CD-4
Remington Research conducted a poll looking at Congressman Mark Alford’s new CD-4. It’s the first poll containing a new district that I’ve seen. The poll says that Alford is safe from potential Democratic challengers. See the memo here.

Gregory Calls for 3rd Special Session
Sen. David Gregory asked Governor Mike Kehoe to call another special session to put police in every school in Missouri. See the letter here.
I propose the creation of a new, specialized police force called The Missouri Rangers. The Missouri Rangers will consist of highly trained police officers focused entirely on school safety. The cost of this program is minimal, especially compared to the cost of our children’s lives. Every school in Missouri should be assigned a full-time Missouri Ranger. It is also time we legally acknowledge Christophobia, define it, and legislate solutions to stop the hatred and violence towards Christians and children.
Good Budget News
Missouri Hospital Association notes that the application process is beginning for the Rural Health Transformation (RHT) Program which was part of the “One Big Beautiful Bill.”
· Missouri is estimated to receive $200 to $250 million annually for five years through the program.

Rosenbaum: Norms Shattered
The mighty Jason Rosenbaum writes about the “norm shattering” special session. Read it here.
To pass a new congressional map and restrictions on the initiative petition process, Republicans had to dispose of traditions that defined decades of Missouri legislative politics… Some lawmakers see that not as a sign of corrosion of the process, but as the arrival of a more unified GOP caucus, especially in the historically fragmented Senate…
The special session featured a number of unprecedented actions that would have been unthinkable before July when it became clear that Missouri would join other states overhauling their congressional lines:
· Neither the House nor the Senate changed a single thing about the map Kehoe introduced in a social media video at the end of August.
· While senators increased their use of the filibuster-ending previous question maneuver lately, they’ve never had to utilize it simply to pass rules governing a special session.
Powers on History
I wrote over the weekend that Rep. Alex Riley will be the youngest Missouri Speaker when he gets the gavel in January 2027. I believe he’ll be 36 then. But Marc Powers, chief of staff to Minority Leader Ashley Aune, corrects me: the youngest House Speaker in Missouri history was Sterling Price, who was 31 when he became speaker in 1840.
