MOScout Daily Update: Bailey Jumps Back In - HRCC's Committees - Pro-A3 Gets $1M+ - Stinnett Demands Retraction and more...

Bailey Jumps Back In

Brian Hauswirth reports that “former FBI  deputy director and former Missouri attorney general Andrew Bailey  is scheduled to speak at Tuesday evening's Boone County annual GOP chili supper in Columbia. It will be his first speech since leaving the FBI. It's at the American Legion.”

·       This quick return to the Missouri political circuit will fuel speculation of a 2028 run.  But one lobbyist shrugs at that idea: “I think it would be hard to run for a statewide office after you resigned less than 1 year after being elected to go to DC.”

HRCC’s Campaign Committees

The House Republican Campaign Committee has given money to a couple of new committees.  It looks to me like HRCC will be sending mailers and running ads in tight swing districts and doesn’t want the word “Republican” in the paid-for disclosure.  So it’s set up some alternative committees to run the expenditures through.  Here’s where they’ve sent money…

·       Citizens for a Better Government - $353,441.

·       Missourians for Justice - $130,181.

·       Voters for Integrity - $100,000.

Pro-A3 Gets $1M+

Her Health, Her Future PAC recorded $1.3 million in contributions over the weekend.  This is the campaign committee that is trying to pass Amendment 3 to reinstate abortion restrictions.

·       The campaign is messaging almost entirely on the transgender healthcare issue, but is still far behind the anti-A3 fundraising.

Senate 30: Stinnett Demands Retraction

Rep. Melanie Stinnett is demanding a retraction of an ad that’s been running by the Will of the People PAC concerning PPP loans during COVID.

Campaign politics can get ugly, but when dark-money PACs launch completely false, defamatory attacks that impact our family and kids, Nathan and I refuse to stay silent. Today, our family sent an open letter to the Washington, D.C. PAC funding these dishonest ads, demanding a full retraction… When our children are being asked at school about lies created by a D.C. political action committee, a line has been crossed.

House 17: Allen Against Flock

House 94: Running Against ‘Murphy’

Democratic candidate Cathy Summers has the interesting task of running against the termed incumbent’s wife.  While Maryellen can get the goodwill associated with her husband who was re-elected three times to the seat, does she also own his controversial votes?  Summers is saying yes.

House 100: Talking Points

Mary Ann Perkins’ campaign has put up talking points for its supporters to use.

Low- to mid-propensity Democratic voters and mid- to high-propensity “swing voters” in House District 100 need to read repeatedly through Election Day that Rep. Philip Oehlerking is part of the rigged system in Jefferson City and is unwilling to answer to the voters who sent him there:

● He owes his seat to the party machine. In his last race, the Jefferson City House Republican committee spent more than $80,000 to keep him in office, while he spent about $8,000 himself. When insiders pay for your campaign, you work for the insiders.

● When voters made a decision he didn't like, he voted to overturn it. Missouri voters approved Amendment 3 in 2024. Oehlerking then voted to put an abortion ban back on the ballot (HJR 73, April 17, 2025), while telling voters family planning should be an individual choice, not a government mandate.

● He voted to rig the rules so voters can't fight back. He voted to make it harder for citizens to pass ballot initiatives (HJR 3, September 9, 2025). Ballot initiatives are the one tool Missourians have when politicians refuse to listen.

● He voted to rig the maps for Donald Trump. He voted for the Trump-backed congressional gerrymander (HB 1, September 9, 2025), which both the Missouri court and US Supreme Court has since blocked.

● He voted for handouts to the wealthy and well-connected. He voted to eliminate state income tax on capital gains (HB 594, May 7, 2025),

● Tax break that goes mostly to the wealthiest Missourians, and to divert public dollars to private school vouchers (SB 727, April 18, 2024).

House 133: From Nonvoter to Candidate

Republican Jerry Angelo offered an unusually candid political origin story while speaking to students. He said he’d avoided registering to vote partly because he associated it with being summoned for jury duty. “I was like, ‘You know what? I’m not going to register. I’m not going to vote.’”

·       Angelo said that changed when his wife told him to stop complaining about politics unless he was willing to do something about it.

MOBar on MO Plan

The Missouri Bar has released a statement saying “there have been inaccurate criticisms of the Supreme Court of Missouri, Missouri's Non-Partisan Court Plan, and judges facing retention votes in this election.”

·       Judges are accountable to the Constitution and the written law – not personal preferences. They have a responsibility to decide cases based on the law, the facts presented, and the governing constitutions, statutes, and legal precedent, even when those decisions may be contrary to personal preferences. Partisan or political influence should never outweigh judicial fitness.

Why It Matters

There seems to be a marshaling of support for The Missouri Plan in anticipation of a backlash against the judiciary following the redistricting map decisions.

Trucker Pain

The Wall Street Journal has an article on truckers and diesel prices.  It focuses on Texas but it gives you an idea why Mike Kehoe recently relaxed dyed diesel fuel use for agricultural producers.

·       Diesel prices have been climbing most of the year, recently hitting a record national average retail price of $6.53 a gallon, up nearly $3 from the average a year ago…

·       With a month before the midterm elections, the growing outcry is prompting political action. On Monday, Texas Gov. Greg Abbott, who is up for re-election, declared a statewide disaster over the diesel shortage. “Texas agriculture and freight run on diesel,” he said in a statement relaxing state transport and fuel regulations.

JackCo Contribution Caps

Jackson County is considering a new campaign-contribution cap. Ordinance 6142 would cap each person’s aggregate contributions at $2,400 per election to candidates for every Jackson County elected office, including county executive, prosecutor, sheriff, assessor and district or at-large legislators. The limit would automatically track Missouri’s Senate-candidate cap.

Scrambled Bombers Relocate to Missouri

The suddenly scrambled B-1 bombers in England that were possibly targeted by Iran are now safe and secure in Missouri, at Whiteman Air Force Base.
