And It’s Over (I Think)

Yesterday, after more dramatic court hearings and rulings, Secretary of State Denny Hoskins capitulated to the Missouri Supreme Court and said that he was “directing local election authorities to use the 2022 congressional map.”

However, the Eighth Circuit ordered expedited hearings on the “Onder federal lawsuit,” so it’s possible this saga is not over yet.

And

SCOMO found Hoskins had been in contempt of court, though imposed no punishment on him as he “purged” himself of that status through corrective action.  See the contempt order here.

·       I think maybe Hoskins maybe wanted to be held in contempt – the way some Dems, over the years, have wanted to be PQed by Republicans in the Senate to show they were “fighting” for their constituents.

Arnold on Privacy and Tech

Early privacy issues around Electronic Medical Records are a good case study for thinking about privacy risks from policing technologies.

EMRs had a serious problem with unauthorized access as they scaled in the 2000s. Hospital employees would snoop on celebrities or ex-partners, or on interesting cases, violating patient privacy laws. Instead of scrapping EMRs, the field moved quickly to fix the problem. Hospitals created audit trails and tighter access controls. Federal law increased penalties. Norms and accountability inside hospitals changed. The technology stayed, but the safeguards became much stronger.

No one wants unauthorized or inappropriate access to their driving history just as they don't want the same to their medical files. Police departments that use LPRs and cameras must employ procedures to limit access by default. Most already have strong rules today doing so. But we should evaluate whether more is needed at the local, state, or federal level to preserve the benefits of tech while minimizing the risks.
