GOP Momentum
· The Axios headline this morning bellows “The tide is turning for Republicans.”
· A new Wall Street Journal poll “suggests that abortion rights are less important in voting decisions than voters indicated in the summer... Republicans have regained momentum since then…”
What It Means: The Republican momentum could tip any number of close races… The ones to watch: George Hruza trying to flip Senate 24 where Sen. Jill Schupp is termed; and Democratic House incumbents around Kansas City (Ashley Aune, Mark Ellebracht, Robert Sauls).
Money Moves
· Senate Minority Leader John Rizzo sent $200K from his campaign account to the Senate Democrats’ campaign committee. I expect the money will be used in the next six days in Senate 24. It’s not uncommon for termed politicians to sit on a large pile of cash even when facing term limits. There’s always the possible campaign over the horizon; some have even converted their war-chests into PACs with plans to stay “in the game.” Rizzo’s not following that model. He’s spending the majority of his $300K account in a final week push to help Democrat Sen. Tracy McCreery over the finish line.
· Legal Missouri 2022 recorded nearly $150K more in checks as the money continues to pour in.
· On the other side of legalization question, Save Our State has been quiet. But a Colorado entity, Protect Our Kids, has been making some moves. According to their October 24 filing, they created a website (see it here) and have started digital ads. And the anti-A3 coalition noted Mayor Tishaura Jones formalized her opposition, and they welcomed the County Commissioners Association of Missouri to their motley coalition.

· In the St. Louis County Executive’s race, Team Mantovani is hoping that the endorsement of Louis Erby, husband of the late County Councilwoman Hazel Erby, will help him in North St. Louis County. One insider: “The Erby family endorsement will be key to Mantovani earning crossover support he needs to win the race for County Executive.” See the digital ad produced by one of Mantovani’s PAC here.
· Missouri Independent has a run-down of the competitive legislative races. See it here. They’re using pretty much the same list that I’m targeted as “Battleground” districts. October Revenues Solid
No sign of an economic slowdown in the state’s tax receipts for October.
State revenue was 16% higher than the year-ago figures, with seemingly broad support across the important line items: individual income tax receipts +15.9%, and sales tax receipts +24%.
· At some point these higher interest rates will have to dampen things, but they don’t seem to have worked their way through to state revenues yet.
