MOScout Daily Report: What 8-Day Reports Told Us - Dems Rival GOP Spending - House 10 & 20 in Play? - Green Goes After Christ and more…

It’s a dense report this morning full of lots of numbers.  This is my rundown of the 8-Day reports.  All the numbers refer to the period covered in those reports: October 1 - October 22.  It’s a crucial timeframe for campaigns to get their message out. Obviously, there’s still the final two weeks of the campaign, and every candidate imagines their closing message hitting the mailbox just as the voter leaves to go to the polling site.  But with early voting, you really can’t leave too much in the tank.

Here are my big takeaways from these reports…

·       Will of the People PAC could be a game-changer for Democrats.  The campaign committee as of this report raised $3.3 million.  And, together with the Missouri State Democratic Committee, they’re giving the House Republican Campaign Committee a true adversary for the first time in a long time.  In the PAC spending lists below, HRCC spent $2 million on independent expenditures in House races during this period. WOTP and the MO Dem State Committee spent about $1.5 million.  That $500,000 gap is not nothing, but it’s completely different from cycles in the past when Dem candidates were overwhelmingly swamped by Republican spending.

·       HRCC is all defense.  The top 15 spends are all defensive.

·       St. Charles is a real battleground.  Three districts are among the top ten HRCC spend, totally over $400,000 – in this three-week period.

And some interesting notes…

·       New Watches: House 10 and 20. HRCC has spent heavily in two districts that weren’t on my PowerRankings Watch List: House 10 (St. Joe’s, Bill Falkner termed) and House 20 (East Independence, Mike Steinmeyer).  They spent over $100,000 in House 10 and over $60,000 in House 20.  Neither is priority for Dem spending.

·       House 96:  St. Louis Aldermanic Board President Megan Green reported an independent expenditure of $23,000 opposing Rep. Brad Christ. It’s unusual for a municipal official to spend so much on a race outside their own jurisdiction. It’s probably due to the issue of state control of the St. Louis Police Department.  Christ sponsored legislation; Green was one of the most prominent local officials to support pandemic-era “Defund The Police” efforts.

·       House 101: Rep. Ben Keathley is still sitting on a pile of cash – over $100,000 in his candidate committee and $70,000 in his PAC.  Meanwhile, it’s not like the district isn’t a battleground.  HRCC spent $150,000 on this report in House 101 while the Dems have spent $128,000.
